- the theory of functional grammar
has been elaborated, which served as a basis for creation of academic grammar of the Even
language;
- one of essential chapters of the academic grammar of the Ukagir language has been
developed;
- a chapter of the academic Even-Russian dictionary (the Eastern dialect) is
compiled;
- the second volume of the Even folklore from a series Folklore monuments of the
peoples of Siberia and the Far North- is prepared;
- scientific foundations are developed for preservation and development of
traditional industries and the mechanism of social security measures for the Northern
minorities;
- recommendations are developed on providing employment and training of personnel,
consisting of the Northern minorities representatives;
- recommendations on complex rehabilitation programs, aimed at improving the health
of people of the Sakha Republic (Yakutia), have been developed;
- methodology of investigating the spiritual values of the peoples of the North, as
representatives of circumpolar civilization, has been designed;
- the foundations of ecological sociology are developed, the
collective monographs «The human of harmonious future». Ecosophy-dictionary (published
Moscow, 1995), Ecosophyof Yakutia (Moscow, 1996), and Life is the creation of man volumes
1-2 (Moscow, 1995), are published;
- ethno-psychological aspects of labor activity of the population of Yakutia are
developed;
- ethno-psychological aspects of spiritual revival of Northern peoples are
investigated, the books Introduction to Ethnosociology, and Sociology of Life, are
published. The Institute has implemented the
government orders of the State Committee on higher school, science, and technical
politics, including the following:
- Scientific foundations of revival and development of national schools of the
North of the Sakha Republic (Yakutia) - (Evenk, Even, and Yukagir);
- The State program of the Sakha Republic (Yakutia) on revival, preservation, and
development of languages of Northern peoples (the Evenk, Even, Yukagir, and Chukot
languages);
- Foundations for preservation and development of traditional industries and the
mechanism of social security.
By order of the Government of the Sakha Republic (Yakutia)
and of the Russian Federation, the Institute has carried out the following works:
- the project of the renewed State program of the Russian Federation On measures on
socio-economic development of residential areas of minorities of the North of the Sakha
Republic(Yakutia);
- the project of provision on establishment of a special zone of socio-economic
development of Arctic regions on the Indigirka and the Kolyma rivers;
-the project of the State program The health of the Northern minorities under
conditions of intensive industrial development;
- the concept of upbringing and education of Northern people's children;
- creation and publishing of a set of the Even language textbooks for use in
national classes of Even schools, has been completed, creation of a new generation of
textbooks in the languages of Northern minorities, has been initiated;
- the federal program Children of the Arctic;
- the federal program Problems of revival of the disappearing Yukagirs;
- the concept and program of protection of genofond of peoples of the Sakha
Republic (Yakutia). The employees of the Institute were invited as designers and experts
on preparing the normative documents on the government support of traditional Northern
industries.
The Institute has introduced proposals on creating the bases
of legal and political assistance to the Northern minorities:
- the Institute participated in developing the Constitution of the Sakha Republic
(Yakutia). It demanded that more than 20 articles be included in it, providing protection
of the Northern minorities;
- the material has been prepared for creating a collection of legislative acts,
regulating the life of Northern minorities;
- projects of provisions On the prince of the Allaikh Evens (the project has been
submitted to the President of the Sakha Republic (Yakutia), On tegemer (leader) of Oyetung
Evens (on its basis the experiment on reviving the traditional autonomy is being carried
out). On Suktuul — administrative-territorial formation of Yukagirs, having the status
of national administrative-territorial unit of the Sakha Republic (Yakutia) - the
Institute participated in working out 9 legislative projects.
Training of personnel
During the time of existence of the Institute its employees
have defended 2 Doctoral and 3 Candidate theses, 11 people have become fellow applicants.
International communication
The Institute maintains continuous scientific cooperation
with the Department of geographic programs on natural resources and ecological studies of Northern British Columbia University
(Canada), the department of sodal studies of the University of Education (Hokkaido,
Japan), the department of sociology of Georgetown (USA), the Russian department of Bodwen
College (Main, USA), the department of anthropology and the Arctic Research Center of
Smithsonian Institute(USA), the Arctic Research Institute of Dartmouth College (USA), the
University of Alaska (Fairbanks and Anchorage), the National Center of Scientific Research
(France), the Rovaniemi Arctic Center (Finland), Fraiburg University (Germany), the
Groningen Arctic Center(Holland), Hokkaido Pedagogical Institute (Japan). The Institute is
a member of the Northern Forum Academy, the Association of scientists of indigenous
peoples of the world, and the Association of scientists experts on indigenous peoples of
the North and the Arctic. The Institute is the coordinator of the international program of
the Northern Forum The Circumpolar Culture of the Peoples of the Arctic and the North,
this year the Institute gave the progress report on the regular session in Hokkaido
(Japan). |
